DUTIES
AND RESPONSIBILITIES
Manages and directs the Legislative Reapportionment Office (LRO} and
its staff to assure that the reapportionment functions are carried out
in an effective, efficient, and non-partisan manner.
Selects, trains, and supervises staff of the LRO.
Maintains relationships with the leadership of majority and minority parties
of the House and Senate assuring that the LRO directs and coordinates
technical support to assist legislators, reapportionment committees and
its members in redrawing legislative and congressional districts. Works
closely with the Office of Legislative Counsel to translate the reapportionment
plans into legislation.
Directs and coordinates technical support for local governments to redistrict
commission, school board, and council districts.
Works with the Attorney General's Office in submitting the redistricting
plans to the US Department of Justice and assists in litigation. support
of redistricting plans if such support is needed.
Maintains up to date knowledge on redistricting developments, including
litigation, court opinions, and National Conference of State Legislatures
Redistricting Task Force Meetings to explain and interpret the latest
decisions and their implications to the legislators and the public in
Georgia.
Serves as the Legislative Liaison to US Census Bureau overseeing for Georgia
the Census Bureau' s
Redistricting Data Program; responsible for seeing that the current precinct
data are mapped onto the
Census Tiger Maps and Legislative Districts; serves on the Governor's
Census Committee coordinating efforts with the Regional Development Centers,
local committees, and interest groups.
Coordinates with the State Elections Office to develop and maintain local
precinct level election data
base and precinct maps.
Provides general information to the public and all elected officials in
a timely manner.
Maintains good working relationships with the offices of the Georgia General
Assembly while complying with the rules and regulations of the University
of Georgia and Carl Vinson Institute of Government.
Develops and manages an annual budget working within the guidelines of
the University of Georgia and the Georgia General Assembly.
Helps to implement the adopted reapportionment plan by working with candidates
and local election officials to assure a smooth transition to the new
districts.
